Inclusionary Housing Bill re-introduced in Ontario Legislature

Cheri Di Novo, MPP for Parkdale High Park, has re-introduced her bill on Inclusionary Housing that was not dealt with by the last session of the Ontario Legislature. This bill is now re-numbered as Bill 58.

As with the old bill, this bill would amend the Planning Act to provide municipalities with the authority to create Inclusionary Housing policies. The text of the bill is provided on the Ontario Legislature web site.

This bill will go to second reading in early June. People who support Inclusionary Housing should contact their MPPs and urge them to vote for this bill so that it can proceed to committee hearings.

Conference Board of Canada Recommends Inclusionary Housing

The Conference Board of Canada, an independent, not-for-profit applied research organization whose members include some of the most prestigious members of the business community recently released a called Building From the Ground Up: Enhancing Affordable Housing in Canada.

This report identifies Inclusionary Zoning, one of the principle components of an Inclusionary Housing program as a “noteworthy innovation”.  The report says, in part:

“Government initiatives frequently involve the use of taxation and spending power to create more units. As the models reveal, however, governments can also leverage their planning and building permission powers—for example, density bonusing or inclusionary zoning initiatives—to encourage the private sector to incorporate affordable units into market development projects.”

Bill 198: An Act to amend the Planning Act with Respect to inclusionary housing

Ontario MPP Cheri DiNovo, the New Democratic Housing critic and member for Parkdale-High Park, has brought forward a bill she hopes will address the critical need for more affordable housing in the province. Bill 198, entitled An Act to amend the Planning Act with respect to inclusionary housing, is a Private Member’s Bill and went to first reading on June 4, 2009. After receiving support from all parties in the Ontario Legislature, Bill 198 passed second reading on September 24, 2009 and has been referred to the Standing Committee on General Government.
